I chose the article by Cappelli (2019) because, as a leader, I need to understand the intricacies of hiring. As a leader, I should hire people based on their qualifications and not based on our relations. This will enable a business to tap into talent as well as motivate others to pursue their education. Cappelli (2019) reveals that the hiring process is sometimes based on the budget thus making it challenging for HR to find the most suitable candidates. It is the duty of HR managers to test whether the candidates possess the relevant qualifications, skills and abilities to perform the job. Cappelli (2019) reveals that some HR managers ignore the employment test results and opt to rely on their judgment. This is a wrong move since they end up getting employees who are not qualified thus affecting the performance of an organization.
The article brings up the issue of internal candidates and how some organizations ignore them whenever a vacancy arises. The article is eye-opening to me as a leader since I have known that internal employees are better performers than external candidates. This is true since internal candidates have already gotten used to the business processes and familiarized themselves with the jobs. I believe that hiring internal candidates is also a worthwhile venture as companies get to save on intensive training packages. Companies should first consider internal employees for promotion before inviting the public to apply for the available vacancies.

In this article, Kraft Heinz products were losing money on items such as Miracle Whip, Oscar Mayer lunch meat, Jell-O, Cool Whip and Velveeta just to name a few. He had to come up with different ideas to bring up his sales growth on profits. He went to his 3G shareholders to see if they could bring ideas to the table but was not as successful as he had hoped. He, therefore, went to his staff members asking for their ideas or a plan to bring up sales. Once he couldn’t get stable ideas, he, unfortunately, had to start laying people off from their job duties. He got rid of the older workers and brought in new younger workers for fresh ideas. Heinz was losing profits rapidly that two of his supervisors Ms. Barton and Mr. Patricio sacrifice some of their profit to see profits rise on boost brands. After multiple attempts, Heinz got the sales of the product up by coming out with different types of exciting names and flavors.
I choose this article because of the title “Kraft Heinz CEO, Pushing for Growth, Separates Winners from Losers”. I can relate because I show dominance (D style) in my work as a substitute but I am also a person of dominance when it comes to pushing for growth and separating people from the winners and losers. According to Welch videos this week he said that leaders build teams and the team with the greatest players wins. Leaders have responsibilities and that is to build the greatest team this means: I must put the knowledge that I have gained to ensure I am using the best strategies when evaluating future associates. Through hard work, questions & answers, planning, support, and dedication Heinz finally brought up the profit margins and now they are working on different strategies for the future. How Do You D1?
As Steven Covey suggests, “Begin with the end in mind.” That’s the long and short of D1. The define discipline is the first and probably the most important as without direction we have nothing to train nor develop. Defining business outcomes asks the question “What is the direction of the performance?” If we look back in our book, we see several figures but the idea is how to get the ROI from the training? Performance!
Many years ago I was a Corporate Trainer in a large organization and defining the business needs was the toughest part of the training process. Many times this required a meeting with the trainer and the business department leadership to complete a needs analysis. One of my favorite projects was the Document Manager Project.
Here is a quick real life example:
The Application Analyst (AA) department manager, Lori Williams, called the training department and asked to sit down and discuss the new product they were rolling out to all the company’s AAs, worldwide, and what training could be offered starting on August 11 and ongoing as they were looking to roll out Document Manager on October 2. This product would affect 2500 people.
Lori Williams met with two trainers, Sarah Ward and Caroline Smith. Lori explained that all of the AAs were creating the same documentation over and over again, but had to save it to their own desktops and were unable to share the information because they didn’t have a document repository. Document Manager was going to fix this problem. All of the AAs could then share documentation. Document Manager too would have a template in it for the AAs to use. Document Manager would make the AA’s work much easier and quicker. The AAs were asked by upper management to be more effective with their documentation. Lori wanted to train all 2500 employees worldwide before Document Manger went out to the company on October 2.
Sarah and Caroline asked Lori what the AAs were using now to type up their documentation and what would be different with Document Manager. Lori explained that now AAs used Word Perfect, however Document Manager would use Microsoft Word. Due to this huge change Lori believes every employee effected needs to come to a training class that should last at least two hours, if not longer. Since the training would have to be on a computer, the training departments computer classroom’s only hold 15 people per class. Lori also said that she would like to see each employee pass a test using Word and Document Manager before attaining access to the new programs. She went on to explain that she would also like to have online training for Document Manager and Word available for all employees via their intranet site. Lori also told Sarah and Caroline that upper management had not yet decided how to reach the global employees for this training. Times were tight and they didn’t want to pay for the employees to travel or for Sarah and Caroline to travel. Lori said that she trusted Sarah and Caroline would have the right answer for upper management.
Lori also gave Sarah and Caroline some background on the AAs. She told them that for the most part the AA department’s abilities and familiarity with computers and software was exceptional. Lori had taken over that department only two years ago, but she explained how she weeded out the non-performing employees and replaced them with hard working, smart, efficient ones. Sarah and Caroline were excited about working with this audience.
From this quick example ask yourself the following questions:

Innovative companies have some common characteristics. According to Carl Roger’s famous book, Diffusion of Innovations, positive attitude toward change, decentralized decision-making, complexity, informal structure, interconnectedness, organizational slack (unused resources), large size, and system openness are all common characteristics of innovative companies (Rogers, 1995). This is not to suggest this list is comprehensive or applicable to every company or organization, but this list does give some ideas and insight into innovative companies. Despite common belief, innovations and inventions are not the same. An invention is a product that is unique in its form, function, or formulation, making it patentable in many cases. On the other hand, an innovation refers to the overall process whereby an invention is transformed into a commercial product that can be sold profitably (Crawford & Di Benedetto, 2008). Innovation can also be the creative use of an invention, development of a version of an invention, or change in function or synthesis of processes to obtain more
changes. An example would the microprocessor being an invention, but the personal home computer being an innovation of the initial invention. In new product management, organizations complete a cycle called diffusion of innovation. In this cycle, a person or organization becomes aware of the existence of an innovation, makes a decision to try the innovation, acquires the innovation, and then comes to a level of success with the innovation. If this level of happiness is achieved, they chose to adopt or repeatedly use the innovation (Crawford & Di Benedetto, 2008). As time goes on, this cycle must be repeated due to competition of rival products and services. One could consider the innovation of the Apple line of products, such as the home computer, the iPod, the iPhone, and then the tablets. Now there are watches based on the same innovation cycle. Many managers believe that new product management is a combination of art and science. The art is essentially based on intuition, experience, hunch, or gut feeling. While debatable, many people see science fiction writers as a great source of inspiration for a vision of future products. This can be seen in the writing of Jules Verne, H. G. Wells, and Gene Roddenberry. These writers created a vision for future inventors and innovators. The science supports the art by using three tests critical to product innovation. The first test is the concept
test—to determine if the intended user really needs the proposed item. The second test used is the product test—to see if the item developed actually meets the need. Finally, the market test is used to see if there is an effective marketing plan. While many firms utilize these test methods, many firms do not follow specific marketing techniques that were developed and tested for product innovation (Crawford & Di Benedetto, 2008). Managers have a challenge to maintain sustained performance over time. Yet, they recognize that products mature and revenues decline. They also know that in order to replace those declining revenues, it is important to have a regular and steady stream of new products to introduce into the marketplace. Adding to the challenge, when the economy is good and profits are up, there is little interest in adding new products and innovations. In difficult times, when the economy is poor, companies typically are not able to spend the resources necessary to generate new products and innovations. In order to sustain growth, companies must utilize their strengths to incorporate growth strategies when the market is positive (Robles, 2015). Growth can take place with products, customer base, services, and new markets, both domestically and internationally. Launching new growth businesses when the core units are strong requires a great deal of discipline and strong leadership. It also requires caution for companies to analyze what will complement their business and what may not. Those firms who have an active and disciplined planning process developed as a core competency tend to reap the benefits. Through active SWOT analysis activities, internal and external environmental scanning, and customer and stakeholder engagement, companies can manage in the present while simultaneously preparing product innovations for the future.

An innovative strategy is a timed sequence of internally consistent and conditional resource allocation decisions that are designed to fulfill an organization’s objectives. Implementation of an innovative strategy requires a company to have the unique characteristics of an innovative company. The areas in which a firm defines itself as innovative are through its implementation of three main components: risk taking, pro- activeness, and persistent commitment to innovation (Adams, Bessant, & Phelps, 2006). The leadership of an innovative company has consistently been shown to have a strong vision. In implementing its strategy, senior leadership has shown itself to be flexible and tolerant. This is important because as new ideas are generated in the course of continuous internal and external environmental scanning, managers may find themselves at odds with resource allocation strategies identified in their initial planning. An innovative company’s leadership will weigh the advantages of this new information or ideas against the company vision and mission to determine if that resource allocation should be changed. They do this in a manner in which managers do not feel threatened. All managers know they have their chance to be heard, and that their ideas about new information will be seriously considered and sometimes implemented. Again, in an innovative company, the chief executive sets the vision for the firm’s future. That vision is translated and maintained throughout the company by senior leadership in functional managers enabling all employees to understand and embrace that vision alongside the daily implementation of the strategic and operational plans. Managerial tolerance creates the right climate for the implementation stage of innovation where conflict resolution might be necessary. Successful innovative companies manage to effectively balance their ability to provide freedom to explore creative possibilities, but maintain sufficient control to manage innovation in an efficient fashion (Adams et al., 2006). Finally, once the company’s corporate performance is measured, top management can decide if it should reformulate strategy, improve its implementation, or gather more information about its competition. This process should be a consistent and routine event.

Ethics is human morality, there are a set of rules and we as individuals should be able to distinguish right from wrong, good from evil. Morals and ethics are entwined together, as morals help us make ethical decisions. A person’s character and culture can influence an individual’s ethics. In a professional setting such as a counselor, therapist and social workers, all code of ethics that must be followed when counseling, it is more of a guideline to help the professional make ethical decisions. The different ethics are mandatory, aspirational, principal and virtue. The differences between Mandatory ethics and aspirational ethics. Mandatory is the set standard and rules that fall under disclosing confidential information. Dr. Steven Behnke explains how ethics code applies to mandatory disclosure, an example would be a child abuse reporting or if a client threatens to harm a third party. My ethical duty would be mandatory reporting (2020). Aspirational ethics focuses on the understanding and purpose of ethical statues within a professional setting. According to APA 2020, “keeping up with the principles of human rights” (2020). Furthermore, aspirational ethics illustrates the highest standard of ethical practice, also aspirational is known as the best practice. Principal ethics is defined as what is expected in terms of right or wrong in terms of behavior, there are five key principles of ethics and they are as followed. Virtue ethics are character traits such as generosity, loyalty, and honesty (2020). Ethics in my profession of working with children who suffer from severe behavioral issues. Childhood is a unique stage in human development. Our responsibility to the children is to provide care and education in a safe, healthy, nurturing and responsive care to each child. We also have an ethical responsibility to parents which consist of keeping parents informed through consistent communication, cooperation and collaboration are all ethical responsibilities when working with this vulnerable population. The most important code of ethics is the commitment to the clients, counselor-client relationship. Respect client anatomy, dignity and promote client welfare. Confidentiality we have an obligation to safeguard information about individuals obtained in the course of practice. In the late 1940s, Toyota began studying supermarkets with a view to applying store and shelf-stocking techniques to the factory floor, figuring that in a supermarket, customers get what they need, at the needed time, and in the needed amount. Therefore, the supply or production is determined according to the actual demand of the customers. In contexts where supply time is lengthy and demand is difficult to forecast, the best one can do is to respond quickly to observed demand. This is exactly what a kanban system can help with: It is used as a demand signal that immediately propagates through the supply chain. There is no doubt that the budget process is broken. Congress has not even tried to agree on a Budget Resolution—the normal first step in the annual budget process–for several years. Instead, hopes of a major agreement designed to stabilize the rising debt have rested on the creation of special mechanisms outside the regular budget process. First there was the President’s Commission on Fiscal Responsibility and Reform (the Simpson Bowles Commission) in 2010. When no legislative action followed that report, U.S. Vice President Joe Biden tried to hammer out a deal with House and senate leadership. Then U.S. President Barack H. Obama and U.S. Speaker John Boehner worked together on a “grand bargain” both political parties could accept. After these efforts failed—and the debt ceiling debacle in the fall summer of 2011 showed how deeply broken regular congressional processes had become—hopes were pinned on yet another special committee. Legislation created the Joint Select Committee (JSC), dubbed the “Super Committee,” and gave it a tight deadline and truly extraordinary powers. Optimists thought that the JSC might succeed. If it had had strong from the president and the leadership in both houses, it might indeed have been able to agree on actions to stabilize the rising debt and use its powers to set the federal budget on a sustainable path. But that support did not materialize, gridlock prevailed, and the JSC became one more entry on a list of failures. Gridlock is likely to last at least through the 2012 presidential election, perhaps longer.
But even if one of these extraordinary mechanisms had succeeded in reaching a “grand bargain,” this dismal history simply illustrates how completely the normal budget process has failed. Our much-vaunted democracy should not have to abandon its normal decision processes and concentrate power in the hands of an ad hoc group to solve a budget problem.

The regular budget process should have functioned long before now to put in place both a near-term budget and a sustainable long-term plan.
Congress has no choice: the budget process must be fixed. But a better budget process will not make budget decisions easy or create the will to compromise and solve problems, without which a diverse democracy cannot move forward. Process can either hamper decision- making or facilitate it, but only at the margins. The current congressional budget process certainly makes it harder to make fiscally responsible budget decisions, for reasons I will get to in a minute. But bad process is a symptom, not a cause of unwillingness to make the compromises necessary to solve hard problems. No process will work well unless the participants in the process want it to work.
Budget making is inherently hard. Even the budget of a small town or a small company is difficult to agree on because there are always more claims than resources. The budget of a huge country presents an added dimension of difficulty, since the government’s budget affects the economy and is affected by it in ways that are often hard to document and provide room for sharp disagreement. Moreover, in the United States the checks and balances built into the Constitution make budgeting especially complex, and require a multistage process that greatly compounds the difficulty of getting budget decisions made.
Countries with Westminster-type parliamentary systems do not consume as much time, energy, or rhetoric in making budgets as we do. The actual budgets may not be better, but the process is far more efficient. The prime minister’s party or coalition writes the budget and the parliament, after a short debate, approves it. Voting down the budget means a new election, so it is not done lightly.
But our Constitution was not designed for efficiency. On the contrary, coming off a revolution against a king they perceived as dictatorial, the Founding Fathers designed a system of checks and balances that disperses power and slows the decision-making process, sometimes to the point of gridlock. Moreover, since the power centers (or subpower centers, such as executive agencies or congressional committees) rarely want to relinquish their particular piece of decision-making authority as new actors and responsibilities are added, the process tends to accrete complexities over time until it becomes dysfunctional. The budget process is at that point. It needs complete overhaul to enable it to function effectively within the limits of our Constitution.
WHY THE PROCESS BROKE DOWN
The Budget and Impoundment Act of 1974, which created the Budget Committees, the Congressional Budget Office (CBO), and the current framework for budget decision, was a much-needed reform. Before its enactment, Congress theoretically had the power of the purse under the Constitution, but no organized way of exercising it. The executive branch, whose power was much better centralized by the Office of Management and Budget for the benefit of the president, wielded disproportionate budgetary power. But weaknesses in the 1974 reforms contributed to the break down of the process we are witnessing today.

First, the process was unnecessarily complicated and hard to understand. The schedule for making budget decisions was lengthy and complex. (In fact, originally there were two budget resolutions.) Even slipping the fiscal year to October 1 did not allow time for all the complex steps to be completed on time. Moreover, the new process had been layered on top of an already redundant committee structure. I testified in 1971 that the distinction between authorizing and appropriating had blurred over the years and budget reform should involve abolishing the distinction altogether. My proposed committee structure had “program committees” with jurisdiction over spending areas (defense, health, etc.), a revenue committee, and a budget committee in each house. You can imagine how well that went over!
Second, much of the spending side of the budget—the mandatory programs–was essen- tially unaffected by the budget process. In 1974, mandatory programs, not counting interest, were only 11 percent of total spending. In 2010, the mandatory portion was 55 percent of the total. Moreover, these programs, especially Medicare and Medicaid are the main drivers of projected spending over the next decade and beyond.
Third, the time horizon for many decisions was too short. The budget impact of spending programs and tax changes may build up slowly and become increasingly expensive over time (or may be deliberately designed to do that). Over the years, the participants struggled with different ways of taking a longer view (five-year window, 10-year window), but never solved the problem. Moreover, the major retirement programs, which now drive the budget, can only be changed with substantial lead time and are not part of the regular budget process.
ESSENTIAL INGREDIENTS OF AN EFFECTIVE BUDGET PROCESS
Process reform is normally incremental, but the time for incremental reforms in the budget process is over. The Congress should blow it up and start over from first principles. Let me offer some general prescriptions.
� Include all spending and revenue in the budget process. Under the current process, a dwindling portion of the budget (discretionary spending) is subject to annual scrutiny and increasingly complex rules, while major mandatory programs and the tax code operate on automatic pilot. No wonder the process broke down and the JSC had to be created to bring revenues and mandatory spending into a comprehensive decision process. And no wonder the Congress has chosen to put increasing proportions of spending into the mandatory category and into the tax code. I am not suggesting that the Medicare or Social Security laws or the tax code be reviewed in detail every year. In fact, changes in retirement programs and taxes should be made as infrequently as possible and with long lead times, so that people and businesses can plan their lives. But the Congress must bring the retirement programs and tax expenditures into a process of periodic review and decision, so that you can actually control the major drivers of the budget, the deficit, and the debt. It should vote

a comprehensive long-term budget, review actual spending and revenues in relation to the intended long-term budget, and have a process for deciding what to do if the numbers are veering significantly from the intended track.
� Take a longer view. Discretionary spending should be reviewed less frequently. Moving to biennial ap- propriations would help. It would give the Congress more time for oversight and the executive branch more time for planning and implementation. Mandatory spending and tax expenditures should also be reviewed, perhaps on a five or six year cycle.
� Simplify the structure and reduce the number of decision points. Reforming the budget process will be next to impossible unless the Congress is willing to revamp the whole committee structure with respect to activities that impact the budget. Authorizing and appropriating are no longer meaningful distinctions, and having the major mandatory programs under the jurisdiction of the tax-writing committees is not sensible. A better structure would be to create six to eight program or spending committees, a revenue committee and a budget committee (to put it all together).
