The availability of…View the full answerTranscribed image text: Oil spillages in the Niger Delta: is Shell neglecting its non-dependent stakeholders? Shell is one of the world’s largest companies. In 2012, it was valued at over $200bn. In most years, Shell pays out millions of dollars in dividends to its shareholders. It provides transport fuel for 10 million customers every day at 44,000 service stations in 80 different countries. It also produces natural gas, oil and lubricants; fuels for aviation, industry and domestic heating; bitumen for making roads; and chemicals that help to make goods as varied as paints, detergents, mobile phones and water- proof clothing. Shell employs around 100,000 people worldwide. Every year, the company pays over $20bn in corporate tax and generates nearly $90bn in duty and sales taxes in the countries where it trades (Shell, 2012). Many people are therefore dependent upon Shell and many stakeholders benefit from its commercial success. Fifty years ago, Shell began drilling for oil in the Niger Delta (Vidal, 2010, 2011b). A lot of the oil that the company drills is transported from the area though the Bodo- Bonny, trans-Niger pipeline (Vidal, 2011a). During 2008, the pipeline sprang two leaks in the swamps around Bodo, an area with a population of some 69,000. The first leak was noticed in August or October of that year (Shell’s account differs from that of local people, Vidal, 2011 b) and was repaired in November. A second leak sprang in December 2008, but Shell did not address the leak until February of 2009 (Vidal, 2011 b). As a direct result of these leaks, as much as 311,000 barrels of oil have spilled from the pipeline into a 20 square kilometre network of creeks and inlets around Bodo (Vidal, 2011a; Amnesty International, 2012a). The consequences of this spillage have been disastrous for local people and for the fragile Bodo ecosystem (Vidal, 2010; Naagbanton, 2011). The livelihoods of 80 per cent of local people depend on fishing in Bodo’s creeks and inlets and, since the 2008 leaks, fish stocks have been devastated. Agriculture has also been affected, as pollution has seeped into the water table and has thus spread over farmland. Moreover, as John-Vidal, who has visited the area, observes, ‘the air stinks, the water stinks and even the fish and crabs caught in Bodo creek smell of pure… crude oil’ (Vidal, 2011 b). Clearing up the mess is likely to take a great deal of time and money; indeed, international oil-spill assessment experts suggest that it could cost more than $100m to clean up the oil around Bodo and to restore the devastated mangrove forests that used to line the creeks and rivers but which have been killed by the oil (Vidal, 2011a). The case of the Bodo leaks is not unusual. According to a United Nations Development Programme Report, more than 6,800 spills were recorded in the Niger Delta between 1976 and 2001, with many more going unreported (Naagbanton, 2011). Independent estimates put the total volume of oil spilled in the Delta over the last 50 years at between 9m and 13m barrels, which is twice the amount spilled during BP’s Deepwater Horizon disaster (Naagbanton, 2011). Vidal (2010) reports that more than 1,000 lawsuits have been filed against Shell in Nigerian courts for pollution-related incidents, and that the company has been fined many times. However, local communities complain that they see little of the compensation money and the promised clean-ups do not happen (Vidal, 2011b). Patrick Naagbanton, Coordinator of the Centre for Environment, Human Rights and Development, has observed that ‘the evidence of Shell’s bad practice in the Niger Delta is mounting… Shell seems more interested in conducting a PR operation than a clean-up operation. The problem is not going away; and sadly neither is the misery for the people of Bodo’ (cited in Amnesty International, 2012a).
